I wonder if he is flying in ground effect. So perhaps there isn't enough power to climb any higher. And if he starts moving, then the lift bubble collapses. Maybe that's why he bobs up and down and around. I don't have experience with helicopters but know that ground effect can be quite high.<br><br>However - you are right. That looks very dangerous.
