Use liquid electrical tape. It comes in a spray or brush on type paint.

On the boards that I had made for my thesis, I have a metal-can
oscillator and a couple of metallic heatsinks. To save money, I
didn't have a soldermask put on the boards; what is the best way to
prevent these metal components from shorting out the traces that run
underneath them?
