Instead of trying to measure time of flight, look into modulating the
beam at a high frequency
and measuring the phase shift.
The turn on time of the LASER diode and delays in your optical pickup
are going to make ps accuracy
impossible to measure.
Modern range finders use multiple modulation frequencies, low freq
(10Mhz) for coarse
and fast measurements and high frequency (250Mhz) for fine , but slow
measurements.
Google 'laser rangefinder pll' and start from there.
