I have not had instrument panel labels printed, but ...
I use an old version of Corel Draw for similar type of stuff.
Nice because it can import CAD drawing information if you positioned
controls that way OR Eagle Board information exported as image OR as DXF using one
of their user programs.
I suppose one could dimension stuff in Corel, but I don't.

to someone who does say screen printing or offset printing.
>From Corel I make sure fonts are embedded in the file OR make sure to export
file as postscript (Adobe Illustrator (.ai) or (.eps) Encapulated post
script.
The nice thing about these formats (lines and curves) is the printer can
render at whatever resolution is native to their machine OR use curve
information to drive say a vector based machine vinyl cutter, laser whatever.
Current versions of Corel Draw are Expensive.
I use Version 8 which is 10 years old.
Learning curve is not bad if you want to position text. A little more to
edit curves (then you really do have learning curve)
Some examples -- when we produce new Banner for DPRG -- they prefer vector
format
Same with donkey tee shirts, I had done --
