Howdy,
The Qwerk robot controller was evidently built for the
robotics lab at CMU and their robotic telepresence project:

Coded in Java from what I understand.
The Charmed Labs folks have a sourceforge site with code drivers
for the board in C++ which might be more suitable for autonomous
robot:

Seems like one of these:

mounted on one of these:

would make a pretty good entry level COTS robot, no building required.
