I have done the Mambo / Joomla installs recently for another project and
have been pleased with the results.  FYI on one versus the other, Mambo
and Joomla started out as the same CMS but the core development team split
off when the higher-ups decided to move away from the open-source model. 
So now you have Joomla that's the open source software and Mambo that's
becoming a commercial product.

All of that to say that most of the plug-in developers and community
support seems to be migrating to Joomla so if the site is going to be
converted to a CMS then that's my recommendation on the framework.
