If you're not familiar with them, Olimex offers thin laminates for $5
over their base price. I had them make the 0.020" thick PCBs for pico.
The quality of the boards seems good, but you are limited to a 24 mil
via and 8 mil trace/space (10 mils if you want them this month).
$40 ($26 base + $5 for laminate + $9 shipping) gets you 6.3" x 3.9".
They offer free panelization and depanelization so you should be able to
fit enough boards to make it less expensive and not require an outlay of
$450 to get rolling. I don't have any association with them, but they
provide the best deal around for low volume thin laminates.
As you say, the components could probably be found for less too.
