Hello John,
I don't know what city you're in, but there are several amateur radio
clubs nearby that might help you. Hams are a bit sensitive in that
they are often the first ones blamed for interference, but they are
seldom at fault. (They know their business, and they want their
transmitter's energy going to their signal, not splatter).
"T-Hunting" (Transmitter hunting) is something that some Hams enjoy,
and if you contact your local club with information that someone is
polluting the airwaves, they might track it down just for the fun of
it.
