Charles,
People that vote by proxy will not be able to know who is nominated at the
meeting that day and therefore will not get a chance to vote for somebody
nominated at the meeting.
Nominations are open to all members. If there is someone who you'd like to
see nominated prior to the meeting (and that you'd like to cast a vote for)
please feel free.
I agree this does not follow normal rules of order. At the December meeting
it was felt that this deviation was in the best interest of the DPRG.
Good question. I hope this adequately addresses it. I also encourage other
members to chime in if they have further questions, comments or concerns.
