Probably because it violates the rules. I haven't looked at the 
"Can" rules that replaced "Can-Can", but the old rules limited 
the size of the robot. Dropping something in the arena (other 
than a tether that goes outside the arena) would increase the 
size of the robot, measured from the beacon to the moving 
platform. So, nobody did that. There was discussion about having 
the beacon outside the arena, which is what GPS is, but something 
much more accurate than GPS.
