[DPRG] encoder submission

I've got Eagle files for an quadrature encoder board (using a split phase
encoder disk) if your interested.  I tried my hand at producing some boards
Sunday evening.  Worked out pretty well, just have to get a really small
drill bit to drill those holes for the Hamamatsu photosensors.  BTW ,the
boards are surface mount and single sided (except for the photo sensors and
lead wires).
