Perhaps you could purchase some nylon washers from a hardware store (I love Ace hardware here) and groove the edges for an appropriate pulley, probably less than 50 cents each. To groove them, you could bolt them and chuck them in a drill, and hold a nail to the edge as it turns, or more professionally, use a lathe with the right cutting tool.

I am Tom from Michigan, and I have a question to ask. For my senior project at WMU, my group of 3 people is working on building a 6-legged walking robot. Some basic details on my web page http://my.voyager.net/tomk (if it is working now), and click the senior projects link. Anyway, my actual question is do you or anyone in your group know of any sources for small pulleys such as .75" dia. x 3/32" thick appriximately? We have looked many places and cannot seem to find anything. Any help would be greatly appreciated.
