The only thing with allowing interpretation of vague rules is that all three
judges must agree on how to apply the rules. When this happens, no matter
what, there will always be hurt feelings.
Laws are intentionally written to be vague, and court cases involving these
laws determine how the laws will be applied in the future. Of course these
things often take years to resolve.
