In the TO-92 package there are 2 transistor variants:
Viewed from the front,
C-B-E and C-E-B
C-B-E is used in all BC transistors, and the 2N2222.
Now for the bad news, some manufacturers, including NTE have chosen to
disregard the standard and use their own pinout. For NTE the pinout is
E-B-C, the reverse of the standard!
The best advice is to invest in a transistor handbook which will have a
diagram number for every transistor. I'm on the lookout for an online
handbook if anyone knows of one.
The best I've managed to find is a substitute database at:

It's good but lacks pinout info.
