New Micros has an 8031 board for $39 that includes everything you need
to get started including freeware C/ASM development tools. The only thing
it doesn't include is the power supply and a serial cable to connect to
your PC.
You'll need access to equipment to make/erase EPROM's or, if that's a
problem, you can get one of those Dallas Semiconductor RAM sockets that
have built in batteries.
